Larger scale events or incidents can cross jurisdictional lines and/or involve a number of agencies that each have some responsibility for a successful outcome. In many cases however, these different agencies/entities have conflicting interests. For example, in the airport crash we examined previously, a number of agencies responded to the crash and each had their own primary responsibilities.
